This service employs patent-pending technology that effectively monitors, tracks, and reports on the performance of elevator maintenance. Utilizing a combination of GPS and AI technology, it ensures that technicians are present at the designated locations. During inspections, technicians answer basic Yes or No questions tailored to specific areas being evaluated. Upon completion, an automatic report is generated and distributed to building owners, management companies, and board members.

The primary goal of Elevator Oversight is to partner with building owners in a compliant manner, aiding them in reestablishing checks and balances within their elevator and escalator systems. This oversight extends beyond mere maintenance and performance assessments; it also addresses potential discrepancies in billing practices from elevator service providers.

The significance of monitoring elevator maintenance is underscored by guidance issued by the National Elevator Industry, Inc., which emphasizes the shared responsibility for safety among manufacturers, service companies, building owners, managers, and the riding public.

Once elevator or escalator systems have been installed, tested, inspected, and commissioned, the onus of ownership shifts to the building owners or managers. They are responsible for ensuring that all system components undergo appropriate inspection, testing, and maintenance as stipulated in the ASME A17.1/CSA B44 Safety Code for Elevators and Escalators. Key provisions from this code include:

Authorities having jurisdiction (AHJ) dictate necessary intervals for inspections and testing based on recommendations detailed in Appendix N. The responsibility for maintaining elevators and escalators ultimately lies with the building owner, who typically contracts trained service companies to conduct necessary maintenance tasks.

Analogous to homeownership responsibilities—where homeowners must manage repairs when issues arise—building owners must ensure that their elevators and escalators are well-maintained. Each elevator and escalator requires a Maintenance Control Program (MCP), outlining detailed procedures for proper upkeep throughout their operational lifespan.

However, building owner obligations extend beyond merely hiring service providers; they must also ensure that each system operates safely and adheres to up-to-date inspection protocols. While requirements may differ based on jurisdiction, the burden of ensuring compliance remains with the property owner.

To proactively address these responsibilities, building owners should appoint an individual to oversee routine examinations of elevators and escalators. This person should look out for:

• Normal operational performance without unusual noises or odors.
• No loose or missing components.
• A clean environment around the equipment free from anything that could impede operation.

If any unsafe conditions are observed, they must promptly take the equipment out of service and notify the elevator repair service to mitigate risks effectively.
